I'd use the webcam's own software. I believe webcams can operate in either video or photo mode, the latter giving better resolution, depending on the webcam you have.
The webcam might also show up in My Computer, where you can access it and take pics from there.

Bit late, but
Dailybooth is okay. If you make your account private and don't let anyone follow you, it's a pretty good host, too. The 'community' is awful, but as for the convenience and hosting, it works for me.

Usually the software that comes with the cam has a "snapshot" or similar feature. Usually the quality is really crappy on webcams though, so real cameras are generally better...

Not everyone can afford real cameras.
