For my family, I am the agitator (towards family). But our family doesn't believe in agitating a child we are baby sitting someone (unless its a child that start starts screaming to play video games, then we torment him 8D)
But im not sure if you have a little or older brother, but when you scream at him, instead of hitting, poke at his chest really hard while you are talking to him. Its better if you are taller than him or have him on his knees. He wont forget the pain on his chest.

Try living with 3 of your little brothers, except two of them are much older than you, one of them has crazy person strength (older sister), and the other is a drunk (step-father).
Just keep hitting them.

I believe he did more than just "agitate" the kids.
Regardless, I'm here for you, Elena.
You're sleeping!
Well, he hurt one and made him cry. He does that like on a daily basis now. The little one said his mom told him to tell me that my brother needs to stop hitting them. He doesn't hit them, but he's kind of stupid about not hurting them.

Siblings are like that...They always want to play, especially if they're younger.
As they grow up, they start to follow after their older sibling, or simply not care about bugging anymore. It'll get better, just put up with them until then.
My brother follows me, but also annoys the hell out of me. Following without listening.
Quote from Yoorah;558327:
That video is gross. :(
But don't feel bad about hitting the bugger. You probably didn't him him hard enough. 8D
My lil bro was annoying, but he wasn't that bad.
I wonder. I certainly shut him up, then he went to my parents' room and locked the door.

I'm not taller, unfortunately. He's younger, but he's catching up to me pretty fast, as far as height goes (not that it means hes tall or anything, because
I'm not).

Yikes. I can't stand drunk people. I don't have an older sibling so I don't know what that's like.

"Brother"
"Pissed"
At this point I thought it was another Hitaki thread.
Good to see some variety.

That made me smile for some reason. xD
EDIT: Well, that didn't last.
When I babysit the kids, I give them turns on my computer. While I was doing some cleaning, I kept hearing complaints about my brother using the computer when it's not his turn. His turn? He doesn't even have a turn today. He's supposed to be grounded.
So when I go and tell him to get off, he's like, "But he said he'd let me play! He lied!"
You're not even supposed to be touching the computer today, and you know it. Little brat...

Then it's most likely that he's testing the waters of the current authority, you. Basically seeing what he can do within the limits before he gets punished (like getting slapped upside the head).
If his limit request is not the same as yours, you need to definitely show him the line and enforce it.

my brother tried to test his limit with me. it didnt end well. he has a very small limit before i try and knock his teeth out
because of this, my parents either take him with them, or leave him with someone else. i refuse to watch over that pile of trash.

Appealing to my parents doesn't help when the one that takes care of him a lot of the time is me. Sure, he gets a little scared at first but when he can sneak he does. Both my parents work, too, so he has plenty of time to piss me off.

fist + his face = no more problem. or at least for me thats how it worked. he doesnt even come near me and he doesnt dare do anything to piss me off.

Do one of those dramatic anime slap when the brother is talking nonsense. Everything goes in slow mo, and some tears fly out of your brothers eye. Teehee.

Could try to make a deal.
If he misbehaves, you could not do something for him. Make sure your parents are aware and approve of this though, or else he'll just run back to them and complain.
