Do we report these posts or leave as is?

Report, obviously.
But guides don't count, unless the guide is seriously outdated and inferior.
Bean Rua's kinda iffy.

May be a good idea to inform the entire community what necro is. That way it won't cause confusion [S]to people like me.[/S]

It really depends on the thread and the content. I think a while ago it was changed to a month, but nobody really backed it.
Let's say it's a 7 week old thread, and it's about some new content. Someone bumps it to add a paragraph about the content. It has a bigger chance of being left alone than say, someone bumping a 6 week old thread saying "lol".

I wouldn't worry too much about stuff under Nation Community/General, those are probably different rules in terms of necroing.
/necros threads all the time. Just for updates.

You could lock old threads or something... I've accidentally necroed in the past, and got yelled at for it, no matter how relevant or thorough my reply was. Especially bothersome if you found the thread via google, or when people yell at you for making duplicate threads or not using search. Dx

I dunno, it's one of my really weird pet peeves.
Mostly because the people doing the necro'ing give off the impression that they're so ignorant, they can't be bothered to check something as simple as the date the thread was last posted in.

A problem with this is that a lot of other forums have people that, rather than answering your question, will tell you it's already been discussed before and tell you to use the search feature, no matter what your question is or even if that specific question has been answered. In fact, this is the only Nexon game-related forum that I've been on that doesn't have people like that.
I've been tempted to necro posts myself, not because I didn't check the date, but because I had a brand new question related to a discussion from long ago.
