Would you not be able to do any damage whatsoever, even with a powerful attack like gravity inversion?
I keep hearing a lot of rumors like you're useless in weeping queen hero if you don't have over 14k atk/matk etc, I don't know how much of it is true.

If your attack is lower than the defense of a monster you either do 1's or around 20s.

(MATK + 10500) * 1/3 * (1 + Mastery%)

Seems Reverse Gravity ignores defense.
For regular attacks.
Magical Damage Formula:
(MATK - DEF + 900 + extra damage * 6.25)* percentile * (1 + Mastery%)
I have no idea if MATK - DEF can go negative, but if it doesn't, you'll be doing some damage. Not enough to go through enough HP fast enough though.

Weapons after +5 (I think) gain a stat called "Additional Damage". For example, my Dreamwalker has Additional Damage +120.

That only became apparent with the Spider Queen Hero Mode and boat 6 hero mode. Before then, gear didn't matter as much. It's going to be this way with boat 7 hero mode as well, as I recall Chiulin has 14k defense or so. Anyway, RG ignores defense. . . and I'm pretty sure if you have less damage than the monsters defense, you won't do anything at all really.

turns into
900 * percentile * (1 + Mastery%)
And I just remembered that I had a guild run where we killed Klaus without any armor on and used the boat store's short sword as Fionas. So yeah.

Wouldn't it go down to
5625 * Precentile * (1 + Mastery %)
(5625 = 900 * 6.25. Ignoring the MATK/ATK - DEF and Extra Damage parts of the formula)

6.25 only applies to the extra damage. 0 * 6.25 = 0.

You will do damage, but it won't be high. Hence the boat requirements "14k+ attack" for such runs.

You forgot that the (M.ATT - DEF) is actually 0<= (M.ATT - DEF) <=10,000.
edit: not sure if it's greater than 0 or greater and equal to 0 for minimum.
