The reason fillers are made is because the Anime is catching up the the Manga too fast or anything along those lines. If the Anime passes the Manga, chances are it'll end up taking a different route in the story. A good example would have been Full Metal Alchemist. A 30+ episode filler means 30+ more chapters in the Manga, thus meaning they can keep following the original plot/story. Movies are pretty much fillers too. There will always be fillers for long going series, 1 Anime Episode = Multiple Manga Chapters.
Anyways, fillers aren't needed to watch, the won't ever effect the main story, the character(s) will never obtain something they'll use in a future arc. For example, Ichigo's power level didn't increase at all during any of the fillers.

Yes, I understand the point of fillers. But it's different for the dub than the original production. All they have to do is voice act.

Ah, yeah, I forgot about her second appearance. I didn't really have a grasp on what was canon and what was made up for the anime when I watched it. Her second appearance is clearly junk filler. I guess I still think of it as an almost "Oops, we didn't do enough filler! Here's some more..." type of thing.
At least, I hope that's what it was. I would be perfectly happy if she never shows up again.
