does this happen after you've been playing a while? i've noticed there's some kind of memory leak or memory-leak-like progressive decrease in performance/connectivity over time.

Like the title says, about every 15 minutes.

Keep a ping to google going while you game and see if you time out when you disconnect. Your modem might say four bars even if there are some internet problems going on.

here, i don't know if this will help but give it a try.
ctrl + alt + delete, go to process, and find PMB.exe. Right click, and end process.
PMB.exe is pando media booster you installed when trying to download the game installation client, but it's just left untouched there even after installation.
I recently found out it connects my computer to many IPs all over the world, even if I am not doing anything at all. Although most of them are Time_wait (from netstat -n), it still eats up your internet resources.
so give it a try, and let me know how did it go.
[edit] here's another one:
go to start menu, type in cmd in your search bar, right click and run as admin
once inside the black looking box (command) type in "netsh winsoc reset" without the quotes.
If done right, you should get a message telling you to restart. Restart copmuter.
If it says requires elevation, you didn't run as admin.
If it says command doesn't exist, you type in the wrong command.
hope that helps

Does it give you the "Response to Server is Delayed" message?

Sometimes that's Nexon having unexpected maintenances, sometimes not. Trying ending game then starting back up, if it hasn't already been done.

Yes, normally, but its usually every 15 minutes, so I doubt this has anything to do with maintenance or anything of the sort.

I don't know if this is the same problem you've been having for the past few days, but I'm also getting connection issues with Vindictus.
But that's because their servers are being terrible right now. The Nexon webpages are all crashing right now or something. No idea how long this has been going for, but this past weekend it sounded like the entire West server was down or something, so...
