Uh, they're random prizes from the little mini games in the Tara Festival. After you win the minigame (talk to the NPCs for the rules), you'll get a little box with a random prize, like the dragonboat rafting event. You'll get the male yukata from the hammer game, the female yukata from the dart game. You can get japanese fan from either game, lol.
