I have 10.5k, but then I mostly solo, so doesn't really matter.
To be honest, right now the requirement is only posted by host (preference), but not by battle (minimum to deal some damage). Only hero mode battles like weeping requires 14k+. But I fear in the near future, min. requirement will be needed for most battle, and to reach that requirement, either you need to spend real money or farm for extremely long time.
Then we have a problem.

yeah, unless you're wearing lower-leveled armor or the host walks up to you and looks at youi for several seconds, it's likely you were kicked for reasons tha have nothing to do with you...

I could have 12k attack without any enhancing if I had better gear. With what I have, I only had to +2 my staff to meet the 12k requirement. I guess it's my titles?

Wonderland gloves/boots would definitely be an improvement, though not by much for my gloves (since they are 3-star). Overall, it wouldn't give me much more INT, because I wouldn't get any INT bonus from wonderland, and I'd lose the bonus I have from Temptress. But the full Wonderland set would be a great INT increase.
Gloves: 125 vs 112 (3-star) + 12 (set bonus) = +1 INT
Boots: 118 vs 99 + 12 (set bonus) = +7 INT
Full set change: 771 (complete Wonderland) vs 611 (what I have now)= +160 INT

Fully equipped (with gear mentioned in previous post): 2166 INT
Absolutely nothing equipped : 951 INT

Whenever I got kicked from a boat it was strictly based on my level alone. I didn't even get on the actual boat before I was getting a loading screen back to town. I find it pretty stupid when people kick because of the level, but...whatever floats your boat.
I'm guilty of having kicked because of a guild member, the reason behind me doing so is because they might have been in a run at the time and someone else in the party had to go soon, so we would start the boat(forget to make it private every once in a while) and that way once they joined we could start the raid. And considering people join the raids rather quickly we would have to kick.

To answer the original question: depends really.
The way one of my guild's raid hosts does PUG choosing is mostly just based on how you look, ie: if you're wearing actual 61 armor and a decent weapon we usually don't care depending on how many PUGs we're grabbing. It's kind of more complicated in that in the sense that we may look at Attack Speed/Balance to see what your weapon is like, not ATT because after 10k or 11k (depending on class) if you have a decent weapon it shows you actually care about the character.
I don't even hit 11k on my Sword Lann (Luminaries ftw) but I'll do better than the typical "lol Lann" PUG so we make exceptions.

I just saw the first post, and as a Lann with over 9800 atk with twin swords and over 10000 atk with Twin Spears (I'm a hybrid), I don't really get kicked out of parties in the game. From experience, I've been forging my skills in using Twin Swords, mainly because there's so much to be valued when having a Twin Sword Lann on a group. I don't die often unless there's a hunk of lag.
I never really had problems with hosts because I notice that players value numbers knowing their rather cowardly nature, and I could understand that when I was one of those people. This game is kind of complicated sometimes, and Chapter 6 is one example, and some of the dungeons from the Hilder Forest Chapter (Klaus). Even so, I don't really count myself as lucky for not being kicked out of boats. I think people are mistaking me for being a newb or something. And incase some of you want to know, I do not have my accessories yet, but I am working on it. The problem is school. And short weekends.
Also, I'm a loner in Vindictus, so I don't take part in guilds, and to be honest, I'd rather not. I'm independent and capable alone anyway. And considering how picky people can be, you know why I refuse guild requests from my friends too. I'd prefer not to have myself an image, and I never needed the double exp increase in the first place.
And I don't grind Hidden.

Ever since I reached 11k for my matk with a fireworks launcher I haven't been kicked from a single boat (2 weeks ish). In any case, I have 12k now though with a +8 clean DW staff :D
Now to reach 13k =/ since I'm still not topping dat damage charts. I usually get 2nd or 3rd when I play well...

Again, I wouldn't worry too much about topping the damage charts. I almost perfered pre-patch where the damage ranks weren't visible so everybody mainly focused on finishing quickly instead of doing the most damage (though the two usually connected). With the implementation of numbers, people take damage dealing WAY too seriously. I almost never see complaints about "X dying a lot" or something any more.
You can help your party without dealing damage too. Especially as a Staff Evie.

i agree. i think it's kinda changed the behavior of the general populace (myself included more than i'd like to admit).
