Files don't access the internet, programs do. :o Windows' built in firewall can block specific programs if you want.. as can any other 3rd party firewall.

If you really don't want to touch any firewall, and you know the programs use domain names rather than IP addresses to reach their servers, you can block them out via your hosts file. You have to be careful though because it's easy to miss something, and the program can be patched to change the domain names or even switch to using an IP.
Firewall is really the best way to go.
Or run then on a machine that has no networking (or a virtual machine).
