1. To make a border, create a new Layer, place it on the very top and make sure it's selected. Select your first frame in the Animation's Window as well.
2. Press Ctrl+A to "select all".
3. Right click anywhere within your picture/gif and click "Stroke". If the stroke option isn't showing, it's probably cause of the tool your using, try right clicking with the Crop Tool, I'm sure it has the Stroke Option. When you make the stroke, do 2 Px Inside White and then 1Px Inside Black. (Your free to use any other colors you want.)
4. Test out your gif, if the border only appears on 1 frame then go back and click the eye icon on the layer you made the border to make it go away, then click it again to make it reappear. Make sure you also have your first Animation Frame selected. This way it applies to all your frames after your first frame.
