Because vindictus is playable while mabi is... questionable.
Doesn't help that the game only has a 70% uptime, and half the players are banned or too scared to log in.

then there are those who's computer can't handle Vindictus. Vind kinda in a content rut til Ep 9, so there isn't much to talk about thats new.
but mostly, I think its because people are actually playing Vind,while people need something to do while mabi is in its 38 hour maintenance, and being overrun with dupers and hackers, to the point where you can't buy anything without the threat of being banned.

Exactly! Vindictus requires you to actually be there to play, except when crafting stuff yourself, queuing a lot of stuff for an NPC to craft, or waiting less than 5 minutes for the wagon driver to move between towns.
However, in Mabinogi, there are so many actions you can perform while being absent. You can click way off in the distance, or even queue a sequence to waypoints on the map and then go afk for a long time while still heading towards your destination. You can go afk while performing music in front of the portal gates (or just standing there), waiting them to become active. And of course, you can go afk after setting up your personal shop.
Oh, and this website is named after and was originally made for (as far as I know) Mabinogi exclusively.

You get that while not even logged in though, and I certainly wouldn't call that "playing the game."
Edit: Likewise, you can earn AP in Mabinogi by aging, though my character is probably about 100 years old by now.

You stop gaining AP that way after 25, though.
On-topic: The reason this section is quieter first and foremost is because this is not Vindination. Most people came to this site for Mabi, and despite all the whining and raging in that section (though that's more towards Nexon than Mabi, and unfortunately never towards Mabi's current community), there are still a good deal of people playing the game. Anyone who plays Vindi but frequents mabination likely did not stumble upon this site looking for Vindictus, so all posters in this section have trickled down from Mabinogi. Now, if there's a Vindictus fan forum out there, that's the place where activity is bustling.
GGFTW.com was born after mytrickster.net went sour, yet there is still a constant amount of activity in the Trickster section, even though there are tons of games other people have moved onto.

Of course, but by then you've had plenty of opportunity to use a free rebirth to go back to being as young as 10.
Also, I just wanted to note that I'm one of those elusive Mabination users who never joined for Mabinogi. I have/had a Mabinogi account, but long before I discovered this site and ever since, I haven't played Mabinogi.
Edit: Before someone else has to point it out, you also stop gaining AP through Meditation in Vindictus when you have 1000 AP left unspent.

On top of what other people have said. I feel it's due to Vindictus being a lot more straight fowards and linear.
I don't really need to read a guide to learn how to properly use skills in Vindi, I might actually have to do that for Mabi. A large majority of topics in the Mabinogi section (besides the obvious ones related to how Nexon runs the game) revolves around future content (which Mabi has more of), current skills/items (which Mabi has more of, and Vindi's content is all fairly easy to figure out), and skill discussion. Vindi doesn't really have enough difficulty (or confusing aspects) to really require use of a forum.

Eh, it's kinda Mabinogi being easier to multi-task, by doing tasks that don't require much attention at all, while Vindictus does, if you're not on breaks or anything.

I think it's quiet because this is MabinogiNation, not VindictusNation. So, naturally, people who are looking for a Vindictus forum might be like WTF when the Nation comes up in their search engine.
Another reason is there isn't too much to talk about, other than How do I efficiently defeat xxx, What is the easiest way to farm xxx, How can I level quickly, etc., etc. Which is actually pretty easy to figure out on your own.
And Vindictus is always playable, so people are on there. And it's difficult to multitask while on Vindi (at least for me).
