Everyone has a different style of art, what you consider his good he can consider yours good, it just depends on taste etc. There's no real way to label the quality of art.

I'm sorry but I do think the skills behind works like these are very well objectively assessable and par excellence. Whether you like it or not might be a different question, but that he's better than probably all of us here combined doesn't really stand to debate.

There are definitely ways of telling what's good, otherwise there wouldn't be schools for this stuff (although personally, I'm not very fond of cubism at all, although it's one of the most known and talked about movements...). The criteria for good pieces is surprisingly specific sometimes. Saying that art can be whatever people want it to be is an idealization of a system that doesn't actually work that way. Many, many years. The masters continued to try and improve until they died.
