police enforcing law is generally for things that may affect others. stealing/rape/murder and safety hazards. They protect us from others, and others from us. If the situation has nothing to do with anyone else's property or being (body), then you mind your own business and stay out of it.
For example it's illegal to sell/buy drugs in an effort to protect people from the harmful effects of it. So if someone is selling drugs to people, it is not a private situation, I would be glad to see the cops storm that person and make him stop. On the other side, if someone has drugs to use personally, it's their business. If they overdose and die, it's a sad event but it was their choice. It's their body, their right to do what they want with it.
Yes it's a stupid choice to make (to do drugs), many will say it's morally wrong to let it happen, but it's their right to do whatever they want with their body.
There might be legal consequences for having the drugs, or if while drugged up you go out and cause trouble, but again those laws are there to protect society, those laws can not stop you from doing anything you want to your body. They won't put your corpse in a prison because you died from taking too much drugs.
