tried system restore but the problem is still there.

Or the OS drive works but another of the drives doesn't?
If safe mode is working uninstall graphic drivers, get the latest ones and try that.
If that still fails try removing the graphic card and use either on-board video or another card if you have one.
Try to see if it's a software or hardware issue.
For the hard drive you'll need to be more specific because if you can boot into windows, even safe mode, then the drive is being detected.

It's most likely a driver issue.
In safe mode uninstall the current video driver.
Install new video driver.
