It's not so much about Mana Mine as it is about whether Eagle Talon mine is worth getting.

I'd cap Eagle Talon as it saves quite a bit of stamina. Or at least get it to 9, then work on some more important things.
I've found Mana mine to be useless, and I'm level 70.

On some bosses mana mine has been useful to me as a stun. It's easier to put one down and have the boss run into it than to try to time a spell if you don't have time. I imagine if you combine an eagle talon one and a regular one, you'd have a nice little attack that's great for kiting enemies.

Can Scythe Evies use it?

Mana mine's focus level one, so no, but eagle talon, yes, as far as I recall.

Eagle Talon's magic fire mine, yeah.

I use it all the time for Thor breaks. It's also rather handy in PVP in some cases.
But yeah, its uses are limited.

I like Eagle Talon's Magic Fire Mines. I put them up whenever I do Lionotus runs, right next to the ramp that leads to the top ledge. Free hits that way.
It's also nice sometimes if you're doing a battle on hero mode with multiple bosses (ie: Another Storeroom or something silly), at least for a scythe Evie, since MFMs are still decently powered and you can get them off on practically any boss. They come with good knockdown, too.

Manna mine is useless. You make the mines right where you're standing(not in front of you like talon mines) and they expire fast, so they'd can't be used offensively, and even if they could be, their dmg is too low to be useful. They're just as useless for defense, since the knockdown is too low to be reliable even on weak bosses. You could use them for breaks like BloodPrince/TheKnight but talon mine is more convenient for that. In Thor parties that try to get the break using the chainkook method, ppl will usually tell u to use manna mine, but it's better to just spam MA for that (just make sure you're far enough back so you can't hit the jaws) so your mines don't block thrown objects/spears. Or better yet, just get him to spam his AoE and break him the old fashioned way(SPEARS!). The only real use for manna mine is extending the distance you jump Sparrow, but the mine is really just a side effect in that scenario.
Talon mines last longer before disappearing, do more damage(about half of Firebolt's damage) and are more fun to use/versatile. If you do something while charging Talon Mine, you will still plant the mine as soon as it finishes charging as long as you're still holding the smash button and a movement key. If you're knocked down while charging the mine, you will instantly get back up to use it as soon as it's ready, and you can keep running after that. This is great for surviving multiple attacks that you haven't learned to fully predict yet. It also helps you do some damage when the boss is chasing you and you and it's hard to find openings for a direct attack. Shortly after Blood Lord came out, I soloed him for the last ~3 hp bars after a party wipe using mostly Talon Mines.
