I say you should continue with it or you may never get it done. If you start on other skills your cp might get too high which would make it so much more difficult to rank it in the future. But, if you plan to never rank it to 1 ever, then I guess moving on to new skills aint so bad..
(but R1 Windmill is Awesome D;<)
It just depends on what you're willing to do.

Rank 1. Unless you are an archer, rank 1 wm takes priority right now.

R1 Windmill wins the game, hands down.
Don't stress yourself out, read a funny article, listen to a music.
It's fine to raise some other skills, as long as your CP is okay.
Just pace yourself, you're already close to R1.

No matter what race or skills you use on a regular basis - you want r1...you're almost there, keep at it!

Rank 1 WM. Do it. You're so close too. Laziness isn't an option, and you'll regret it if you rank up another skill and totally jack up your CP so much where you need racoon cub or jackal suits to get your CP down low again to rank it, because WM is the WIN-skill.

Like most people up there ^ and probably the people to come down there, wm r1.
It may not seem all too important at the moment, but eventually you're gonna want it R1 and you're gonna be kicking yourself for having a crap load of cp.

You're not Rank 5, you're at Rank 3. I say, keep at it!
You're almost there! :)

If you already got to r3 then go for the r1.
You shall regret it!

Whenever you dungeon, just spam WM. Otherwise, just pick a lifeskill to keep you busy in the meantime. Party with some friends.

With the advent of Shadow missions there'll be plenty of boss mobs and awful mobs available in command and in large quantities. If you're ok with moving slower but without the added stress then don't worry about it. CP is nowhere near as big of an issue as it once was.

Kicking yourself now to hit r1 is far less painful than kicking yourself for not ranking it sooner, which is when your CP will be through the roof.

Rank 1. Now! >=[
Trust me it's such a relief after burning a whole weekend into sitting in front of the computers in the dark that you won't have to worry about CP training anymore 8D
....Except for some other skills... but they're A LOT easier to manage.

If you want to take a break, it's fine, but don't go for other CP raising skills. I switched btw refine and WM training, both were tedious but I needed to break up the monotony somehow.

Don't stress yourself if you don't want to. If you're not having fun, well... you're just not having fun then; you're just grinding.
On a brighter note, do know that you're past the hardest rank of Windmill (rank 4). That's already an accomplishment by itself.
