The minimum requirements will be 2 GHz CPU, 1024 MB RAM and 256 MB VRAM video card supporting shader model v3.0.

It uses the EarthRise engine so the game EarthRise's requirements probably will not be that different from

So the character you create will be depart from Vault 13. (Speculation due to the fact that the project is called
Project V13 and also there are screenshots of a character wearing a Vault 13 Jumpsuit )
However I do not know if this would take in the same year as the Vault Dweller left vault 13 or related to the story.

First of all I'd like to point out some things.
The e-mail address's name person whatever is Mr.Handy.
If you never played Fallout Mr.Handy is a Multi-Service robot, he can be used to clean the house or can be used for security reasons.
Also the e-mail address says Harold.
Harold is a special type infected F.E.V. mutant. He's in all 3 major fallout installments.
