I do regret buying the Christmas one from last year, though. I never use it.

Straw Hats from the Swimsuit Underarmor packs were tradeable, so I'm going to guess yes.

Also, if I was to ever buy this (which I won't), it'd be for the +20 Luck from that necklace. It'd put me at 134 Luck, and according to my guesses, that'd be 8-9 drops per blessed run (3 Base, 1 from Hard, 1 from Blessing, 1 drop per 10 luck, potential extra drop from the 4 extra).
