I'm pretty sure they just wanted samples to test. If there is a common link between all the locked accounts, every account should be fixed regardless if there was ever a record of it being locked or not.
Assuming they find the cause and fix it.

I'm locked out of all my characters except for my main... I can still advance, at least, but the sooner this is fixed, the better.
