I'm using an i7 CPU and it usually isn't stressed very much either. It might've been running into some sort of compatibility issue lately but it certainly isn't because it isn't good enough.
Then again this game runs fairly poorly for me oftentimes and even when it's under a smooth 60 it doesn't bother to utilize even half of either my CPU or GPU. I'm not sure what causes this but it's a pain in the ass.
Funny that you should mention an i7 CPU, actually. One of my guildies has a laptop with an i7 in it, and running any Source engine game is iffy for her. I'm not actually sure if it's an overheating thing or not, but not only does Vindictus randomly crash on her, but Portal is almost unplayable and TF2 is quirky as well. And it's not just the game crashing, but her entire system crashes and she has to reboot.
Just felt like mentioning that.
Maybe you should try another Source engine game on your computer if you haven't already? See if you get similar problems. TF2 is free after all, and so is Alien Swarm.

Oh do you have multicore rendering set to maximum?
Oh, and I have multicore settings on max, although, last I heard, Vindictus doesn't really do much with multi-cores.
