Weapons and armor can both be bound. However, in order to become bound, you must either enhance the item past +8, or enchant the item with a r9/r8 enchant scroll (but these can also cause your item to explode).

Well worth the risk to make my weapons look good <3
My friend told me that binding is when you get 2 weapons and basically make one look like the other but with same stats. By weapon I meant armor. lmao.

Binding is simply used to restrict trading on certain items. It has no effect on gameplay beyond that.
In addition to enhancing past +8 and enchanting r9/8 (like whocares said), an item can also become bound by using a Fusion Rune. Fusion Runes let you use the stats of one item while having the looks of another, the only catch being that they must be from the same slot. Fusion runes can NOT be used on weapons, only on armor.
In order to trade a bound item, you must use the same number of Unbind Potions (from the cash shop) as the level of the bind (i.e. 6 pots for Lv. 6 Bind). After that, the unbind count (default 3) will lower by 1. This limits the trades on most "rare" equipment to 3 transfers at most.

What you seem to be talking about is not binding, but rather fusing. It takes a fusion rune and makes one armor piece look like another one you have, turning 2 items into 1. The process is irreversible. It does not work with weapons nor shields.
