So the desktop route is probably safer. Especially since you could save up $100 and buy a decent graphics card for it later. But you should call Dell to find out what's the Wattage on the power supply they include with that PC, 'cause that will determine what kind of card you can support without paying extra to upgrade the power supply as well. So once you have that info, consider the total cost of this route.
EDIT: Also, ask them what the max dimensions on the graphics card are. Many of those cheap OEM cases will only accept low-powered, small cards.
