In all honesty, I would think talking slowly can help, especially if the person you're speaking to only has a basic knowledge of English. I know that in my Spanish class it would drive me crazy when the listening activities had Spanish speakers talking fast. I couldn't understand what they were saying except for a few words at a time. I'd miss half the questions.

Talking slowly helps.
They talk much slower in Spanish class so your mind can take the words in and translate them one by one. In a real conversation the speed would jump 2 or 3 times.
The VOLUME is whats silly. People raise their voices and yell, as if that will make a difference

Raising your voice helps too. Not yelling, but raising the voice and enunciating parts of the word will help.

My friend has this weird !#@ african name but he speaks perfect English (born in USA) and when he gets pulled over by the cops, he'll just start talking all ridiculous in this African accent. You cannot understand em and usually the cops are "oh ok, just calm down -leaves-"

When my parents talk English, it sounds normal to me. But some of my friends say they have an accent owo.
