I would say it's safe. I somehow got 3 on a character and it's tradeable until you use it. With multiple accounts/characters, I don't think it's impossible to get 16.
Are you wondering about the title or the number of them?

You can buy the title item, but it doesn't work unless you used it during the event period.
Sucks for me as I was playing at the time, but completely forgot there was a fishing event (and it gives stats too, which is why I'm sad)
