I've recently gotten my Lann to 61, and I'm really unsatisfied with his ATK. So I'm wondering what the best equipment set or combo is for Lanns in order to receive the maximum amount of STR from base equips.
I've currently got Swift helm and gloves, Black Hammer top, bottom and boots, and +6 DW Swords, giving me en total just barely over 11k.

From base equips? I think it's full Raider's (but that might require Force on Hat/Gloves/Shoes).
If that has too little defence, try 3 Black Hammer/2 Raider's or 2 Black Hammer/3 Raider's.

Or just full BH, and a +5'd Dreamwalkers Twin swords, +5 isn't so hard as +10. Also have rA Strength mastery. If you're not talking about the actual numbers but about the kind of damage you deal out, also consider ranking Agi, that gives your gliding furies an increased attack power, which would be your potentially most strongest skill.

I added into the OP my current set.
I feel that it's kind of ridiculous that I have the DW swords and not that bad of a set and still am no where near 12k atk.

Well, Sword Lann is hard to get attack on. Most people think 13k+ is easy due to...
1. Evie having a really large Int stat (compared to everyone elses Str stat)
2. Hammer Fionas having a really high base attack on their weapons
For everyone else, getting 13k+ is not easy at all. 12k is more about spending a bit of NX to get a +10 weapon (a +10 would put you around 11.5k though). Gallant or Impending and Valor or Bloodlust would also add anywhere from 200 to 500 attack (These are rA, so no risk of blowing up your swords). Mind listing your accessories?

Sure. At the moment, I've only got two Cadet Rings, Rampage Earings, and a 2Star Irukul belt, which I guess also deters my atk

Yep, that's a problem.
The first easy upgrade would be getting a Sarghamiu Nose Ring, which offers +63 Str (Earring). This is up 38 Str from your Rampage Earring, which equals about 76 attack.
Try to get the Warrior's Courage Emblem for Lann as well, as that's the only item that can go into that slot. That's +20 Str (I think).
The Rings are troublesome as there aren't any really good ones that are cheap (Ghostly Ring is very pricey). You could try getting the Warrior's Courage Ring and get a minor stat boost from the Emblem/Ring set (55 Attack), plus 10 more Str from the ring itself.
Also, your belt can be pretty cheaply (800k - 1m) upgraded into a Solid Thor Leather Belt, which will also trigger the first stage of the Dreamwalker's set bonus (Which offers some HP, Def, Str, and Agi).
Ideally you'd want to get an Ocean's Embrace, Ghostly Ring, Solid Thor Leather Belt, Warrior's Courage Emblem, and Nose Ring. So feel free to hold off on upgrading your rings.

Pick up all these and keep going through the list until you get to ones that aren't worth the trouble and/or only give like 3 strength. You'd be surprised how many 5-12 strength titles you may be missing.
Optimize your budget equipment to make sure you have the best you can without getting unreasonable (you don't need to spend 5m for 10 str right away). Your main source of damage will come from your weapon though. Save up and buy a +8 one for a big boost. If you don't mind spending NX, enhancement runes wouldn't be a bad idea either. You can also buy dyes for a "safer" alternative so there's no chance you'll be down $20 with nothing.

Welp, now that my Lann is 61 and I know more orless where I'm going with him equipment-wise, I guess it's time to work on my Fiona.
Any tips for her 61 equip combos? Would it be more or less the same?

Depends on what you want out of your Fiona.
If it's a hammer Fiona and you're cheap and want high DEF, you can honestly get by going for the cheapest set possible (that I actually used myself for awhile): Holy Wing Helm, Tunic, Skirt + Lorica Gauntlets, Boots. That'll net you close to the highest possible DEF for any given armor set. Then you can finish accessories off with Knight Emblem, Ivory or Thor set belt + ring, Protection Ring and Sarghamiu.
All in all, at least for East Server, all of that won't cost you more than like, 2.5m.

Ehehe, ironically I plan on my Fiona being a sword Fiona. Are the equips I should aim for much different other than the obvious difference in main weapon?

You'll need to focus more on Str/Attack boosts. You lose about 1k Attack between a Black Hammer and a Dreamwalker Longsword. You'll have to make up for that. Defence is the primary focus of most Hammer Fionas due to how good spin2win is, but you should be able to guard better with a Sword (and thus not need as much Defence).
Don't expect to hit 13k with a Sword unless you do something drastic (+11, +10 and Explosive, or +10 and Maelstrom)

Well, that's easy enough then. The defence set that was mentioned earlier should be enough to put you at 12k with a +10 Dreamwalker.

For a sword Fiona, ideally you'd get full Raider's set with Force Enchants (or a Raider's/Raven's mix) since you shouldn't need DEF.
If you want to be original though, you could get something
like this. Those are 5* Glory pieces, btw. Barring 4* Raider's Jackets/Pants, 764 STR is the highest STR you'll get with current gear. And then you can slap on Rage enchants for a total of 1264 STR!
