Pfft, mine is silent. Like literally, I've never heard ANY noise from it. (only noise I hear is from my HDD and the fans[middle speed, 4 fans])

Ya same goes with my comp with an ASUS GPU. I dont know what people's level of loudness on comp is, but mine is wayyyy quieter than my old comp. Only thing I can hear is the HDD and my 5 fans (can adjust it's fan speed to be quieter) but doesnt bug me at all (cant hear it or hard to notice entering my room).

It also depends on the manufacturer, for nvidia cards if you go Asus or PNY you won't even hear the card. Others that are more "gamer" style might be louder because they're poorly built.

"Don't hear any noise" isn't the same as "doesn't make any noise". As far as I can see even the touted 500/400 series make plenty of noise (not seeing how 59dB on an ASUS 560 is "very silent"), the key thing is that for many people they're not the only noise sources and all these noise sources tend to be shut inside a case.
These aren't all people though, some people have systems where they complain about the noise their
PSU makes let alone their GPU.

Not sure which ones you have or stood next to, but I build systems with Asus and PNY 5xx series at least once a week and there's no audible sound from the system unless you open up the side panel and stick your head next to it, and even then it's usually the hard drive you hear above all else. These machines are going to professionals who work in game development studios or other similar fields, they wouldn't tolerate it if you could hear the machines, especially with 20 of them in an open studio office under heavy load.
If someone uses the "head inside the case" scenario to determine how much noise they will hear when sitting at their desk that's their choice... they can spend the extra cash needed to build a high performance system with no moving parts if they want 0dB at point blank range.
Even then, they'll have the soothing electrical hum of the power supply if they stick their ear to it in a sound proof room (which I assume they have if they're that crazy about silence).

Like me. But then again I am forced to leave my case open because one of my case coolers is broken.
