"Active clause" is a blanket term for any clause. The evasion clause bans use of moves like Double Team/Minimize which directly or indirectly increase evasion (though the UTAU community currently only bans "directly").
I also don't like the one-item-per-team clause though I support species clause (no team of six Darmanitan or something).

Anyway, Pokemon Online has the option to choose hidden abilities. Are these allowed?

The UTAU tournament will allow team switching between matches. But specifics will mostly be up to Nation for this tournament.

I'd vote for team switching yes. It'd suck if your team just happened to be set to get raped by your opponent's team setup from the very start.
Though what I'd really like is if we did it like a real canon style league tournament and "register" our pokemon teams. Though the modification being, we could have like a 2 out of 3 battles selecting from a main and side set of teams or something.
Details of the pokemons would be unnecessary.

Two teams max. Either you have only one Gen IV team or one Gen IV and one V team.
