  An education ministry worker states that foreign English teachers have little effectiveness in teaching English to students considering how much they're paid. Also, students were dissatisfied with foreign English teachers.
  
  The cat figured that they would raise standards for teaching English in South Korea
  but never expected a full out legislation of driving all of them out
  maybe the foreign teachers were seen as too easy and playtime.

  "Foreign" probably meaning Russians since they can't even tell the difference.
  
  99% of foreigners in Korea are Russians. Their accents are so ridiculously thick you can't tell they're speaking English though.
