New compooter. Halp?

  I have a $400-$700 dollar budget, and from what I've seen it's not really that much to spend. :c But it's all I have at the moment until I can save up more, but I'm so tired of this 5-year-old noisy piece of wood so I'd like to be able to upgrade asap.
  
  I'm not sure if I should just buy one pre-built (apparently its more expensive) or build one on my own/have a website build it. Thing is I'm completely illiterate on computer parts so I'd have no idea what to do.
  
  All I really want it to be able to run is League of Legends and Dragon Nest on medium to high settings with no FPS/lag problems (right now I run every game at like 15 FPS on lowest possible settings, takes forever to load anything). And AFAIK DN is the more graphically demanding game. But yeah that's really all I play. Everything else is usually a lot less demanding. I'm just thinking of buying whatever I can now and upgrading parts once I save more money.

  I completely recommend following a build, newegg has some DIY combos (parts which are cheaper when bought together, and can include everything), or you can follow a website's build.
  
  Here's one I can recommend, and all of the parts are able to be found on newegg for relatively cheap.

  It also gives some overclock settings that worked for them and some some troubleshooting you might need during the build.

  Note: Even though the computer build says $500, the operating system (Windows 7) will have to be purchased separately, (although cheaper because you can purchase the OEM instead of the retail box). This will cost about $100-$130.

  That's a decent suggestion, faster read/writes, so less loading time to open files/apps, especially noticeable in loading game levels.

  It supports 2 RAM chips of up to 8GB each (I suggest you stick to 4GB each), so it will be fine for your 8 GB.
