lol No, they aren't.
I see your Evie point though.
Their attacks are actually quite easily related to each other. With the only problem being that Hammer gets nice benefits on nearly every smash.
Rose Thorns and Honeybee Sting are identical, and the only benefit is that Petal Toss is a lot faster.
Petal Toss and Crushing Arc are identical as well, with Petal Toss being somewhat faster.
Blossom Blow and Orchid Strike are the first skills that aren't functional copies, but Orchid is very limited in use due to how good Crushing Arc and Butterfly are above and below this move. Blossom is usable, with the 2 hits and then HSGC after. But Blossom is only usable due to how bad Ivy Sweep is (and thus how much longer it takes to get Amaranth).
Ivy Sweep and Butterfly Swing are the next that aren't similar. Their only similarity is that they involve spinning. With Ivy Sweep just being a relatively inferior move with how long it takes, losing out to Amaranth in nearly every situation. Butterfly meanwhile has the repeated swings (Slashing High spin2win) and a very low stamina cost (9) for the first swing. It's precentile pretty much matches Amaranth's.
Amaranth Kick and Stigma Hammer are the last two, and they're only different due to one thing. That one thing is that Butterfly is a lot closer to Amaranth then it is to Ivy Sweep, with their damages being equal and their speed being equal as well. It's also worth noting that you can HSGC both of those. Stigma ends up being just an extra move that fills in another role. It's pretty much an usable version of Petal Toss/Honeybee, but with the requirement of 4 swings and the ability to HSGC.
So in short.
Honeybee = Rose Thorns = Relatively useless
Petal Toss = Crushing Arc = Very useful (primary tool for damage for both weapons, especially solo)
Blossom > Orchid = Not very useful
Butterfly >>> Ivy Sweep
Butterfly = Amaranth = Very useful
Stigma = Extra that has some use
Which pretty much means that their play is very similar, with the only distinction being that Hammer is much more powerful. Swords simply are inferior besides for the fact that you can HSGC moves a bit sooner (and if you know what you're doing, that won't be necesary).
Also, on this topic. Small Shields nearly never get used in areas where you're actually playing seriously. The only Raid that Small Shield even offers any significant benefit in is Colru, and that's at a huge risk. Large Shield > Small Shield in most practical applications, so don't bring it up.
Edit
Just to be clear on the purpose of that comparison. Fiona's moveset is very similar, while not identical. But it does lead to one being better in nearly every single way. If I was to put in more practice with Hammer, I could probably solo most Raids about 5-10 minutes faster. That's significant.
