The building is not built at the site--it is prefabricated. Think legos. That's why it took so little time to [S]build[/S] assemble.
The main question for me would be the quality of the foundation. I'd have to ask my brother, who's studying this topic in university atm.
Anyway, I don't think you should be mocking China on this one. There's no indication that they used crap materials. As for methods, none of us here are qualified enough to make a judgement on that.

Other than that the only two things I'd worry about is the foundation like yoorah said... and the quality of the assembly work. Was it done so quickly that the stressed and overworked construction guys made mistakes?

The only thing that scares me is that im often paranoid. 15 days to just assemble it doesn't sound like enough time to tighten the comicly oversized screws they must have used with giant wrenches, much less do all the saftey checks that happen for a normal building.
Then again, they dont say its going to be open for use after 15 days, just that they will have assembled it i think.
Which makes me now think of a giant game of jenga.
Gota check again, was distracted by brothers whining about wanting me to play soul caliber with him.
