Don't wear the armor constantly IMO. Armor may look cool, but it's more for functional reasons. Val's also have those PD's on them so that's a plus.
Hey, I have some armor myself but you don't see me running in those 24/7 (hell I don't think anyone in here has seen me.)

Passive does stack(tested). If your a dueler its very useful to have a super high range ping set. (15 on shield, 20 on armor = lotsa pings)
For dungeons I have FULL melee ping set (since most mobs are melee) (15, 15, 20 on trans = 50 melee ping in trans, 30 non). Its very handy on those occasions in which your stuck in a corner and get massively aggroed and takes a min or 2 to get things back under control.
Financially speaking its not cheap tanking with ping set. I would get a Claus armor if your worried about money, or is that bugged?

I love ping armor... and its godly in duels especially at the start. I use a vales shield, colin plate set, and dustin sword. I have 28% melee ping. The stun time that a 2h weapon leaves is enough time for me to charge smash if I happen to ping. That and Colin Plate armor is super cheap to repair.
Although if you're looking for something new maybe try to get jousting armor?

Since you wear a robe anyone just get Light Melka, repair cost is basically the same as Tioz but its cheaper to buy and better stats black smithed
