Depends.
5 balance increases your minimum damage by 5%. If you had 40 balance and 10K attack, your range would be 4,000-10,000. If you had 45, it would be 4,500-10,000.
Your attack-boss defense=how much damage you do. There's more to it than that, but that's all you really need to remember.
With that said, people with high attack relative to the enemy's defense will be better off with Valor, and people with lower attack relative to the enemy's defense will be better off with Divine Punishment.
