From the way I see it. It can be one of two/three things.
1. Event item.
1.5. or a Promotional item, meaning we'll never get it.
2. New tailoring item, which would mean new expertise recipes, which might mean an expertise uncap to include Lv. 61 items now that Lv. 70 gear is the best.

I personally really like how devCat has incorporated pseudo-fashionable elements into their armor designs and not just "anime" fashion. Hoping this is a sneak peak at an uncapping for expertise.
I really hope they make a lot more vanity armor pieces like this. :C
