Is wil to critical broken?

Im confused, I always thought that will gave crit.

Yet when I take off all my armor, and only wear my weapons I only see the crit that's written on my weapons.

So does wil and the Critical hit skill just lie about giving crit?

It doesn't show in the stat window.

Stat window only shows crit from equips/enchants.

Everyone should have about +30 more crit then whats written on the charcter window if its just not displayed.
