ACTA ... is old. lolol Like I said before, I'm finding it hilarious how people didn't care about it before the SOPA stuff became over-dramatized.
The biggest issue with ACTA is that it's written and negotiated in secret. I think they've published an outdated draft, or something. There was a lot of fighting over keeping it secret in Europe, and I think some version of it got leaked, too. I haven't really followed it since then, dunno if it's been implemented, or if PIPA and later SOPA were meant to replace it?
But ya, blame the freeloader pirates for this stuff.

That's hilarious because you're as guilty as anyone else.
An old granny who doesn't know anything about computers who takes a video of her grandkids but has a radio turned on that you can faintly hear in the background is guilty (and this happened to me with a video of my cats several years ago, youtube had to delete it).

The final text was released on 15 November 2010, with English, French, and Spanish published on April 15, 2011. A signing ceremony was held on 1 October 2011 in Tokyo, with the United States, Australia, Canada, Japan, Morocco, New Zealand, Singapore, and South Korea signing the treaty. The European Union, Mexico, and Switzerland attended but did not sign, professing support and saying they will do so in the future. Article 39 of ACTA states countries can sign the treaty until 31 March 2013. European Parliament reportedly has the final decision over whether the treaty is dismissed or enacted.
Poland announced on January 19 that it will sign the treaty on January 26, 2012. According to Polskie Radio, Polish Wikipedia is considering a blackout to protest the signing, similar to the English Wikipedia blackout that had occurred to raise awareness about the Stop Online Piracy Act on January 18. A number of Polish government websites, including that of the President and Polish Parliament, were shut down by denial of service attacks that started January 21, akin to protests against SOPA and PIPA that had happened two days previous.
The reason why people aren't in a huge uproar about ACTA as opposed to SOPA/PIPA is because the "final" decision's date is not as close yet.
