You say "the workplace" as if there are standards that apply to every place where work is done.
There are certain levels of professional conduct associated with each individual workplace. In construction yards and automotive repair garages, you will find some of the most absolutely stupid and immature behavior that would make you question how some of those people even made it this far into society.
In the lab that I worked in last year, it was pretty much the same, except no roughhousing. Don't want to spill anything, you know?
As long as it doesn't interfere with the task at hand, the behavior is acceptable, and that's from an economic standpoint. Why waste energy and time enforcing a rule that won't improve anything? And, in the OP, it was clearly stated that the hugging was not disrupting any work. So the only reason why they should ban hugging is A) to appease customers so they continue to shop, or B) there's some "hugging" going on in the back that's being disruptive to the work effort.
