Well I've been having it happen to my new desktop, I would say its been doing that ever since I slapped on my GeForce GTX570 (or probably before)

I mostly notice it happening when I experience lag in an online game or something that would spike up RAM usage

When it happens:
BF3: When im in a laggy room with whole bunch of crap happening
APB Reloaded: There is soo much stuff going on in the game. Giant Map, loading detailed designs of custom car/character/clothing. Mostly happens when someone fires an explosion caused by rocket launcher or blowing up more than 5 cars at once.

When it doesnt happen:
Freshly restarted computer
Running single player games Starcraft and SaintsRow3
Good ping room in BF3 and APB

I just want to know if this is something that normally happen, I dont want this to lead to future problems with my new comp, even though its running perfectly fine.

My guess:
-Spike in RAM usage vs Connection
-CPU?
-Not enough Power in GFX when huge workload gets pushed?
