And it was pretty budget compared to people who spent 60 million to rank 1.

Because public enchanting is actually pretty slow if there isn't vast amount of people coming. It can get annoying as well.
Also, they maybe doing something else, and going to you might be too out of their way. (Especially if you don't indicate your payment)

well, i know there are a few r5 enchanters i guess. its just probably because it was that late at night and most of them were sleeping :P

I estimated 35-40 Mil for r1 (I spent about 42 for r1) getting to r5 can be done as cheap as 10 mil. (if your lucky) shouldnt be more than 18 mil. Take a look at my guide and see if its something you want to take up. Its one of the most grindy skills in game to get r1.
