Photoshop refers to adobe's line of softwares, the standard full version costs $650+, the cut-back versions are usually around $70, but are generally on-par with cheaper or free software depending on your requirements. However if you
need photoshop (full version) you'd likely actually know that you do and wouldn't consider other software, so I'll just talk about other software.
- As stated Elements is a cut-back version, but still fine for most forms photo manipulation/touchups.
- Paint Tool Sai is really recommended for tablet use, as it's means for digital painting/drawing.
- GIMP is a free sorta'-complex editor with many many features and many people find it outstrips paid programs, though it's UI is more cumbersome and it's more rough around the edges than paid tools, and if you need proper workflow this may be too hindering for you.
- Paint.NET is a free editor that's more complex than standard paint and includes all the basic touchup tools you may need daily, but isn't really complex like the professional tools, or made for creation.
That said, do not think that you need to pay for photoshop, most people actually only use features it shares in common with inexpensive or free image editors, so take a note about your actual needs and compare them to the features a wide set of programs offer, don't assume photoshop is the best.

I also use CS4, but most of my drawing have been done using Paintool SAI [small program but useful]
Another option is Corel Painter 11 [I havent touched it for months XD]

CS5 is vastly superior to CS4, the hate is stupid. Not only has it improved performance a great amount, but some of the new features are truly mind-blowing.
Also, like Juju said, another option is Painter, which is an amazing software, that imitates traditional media painting like no other.
SAI is good for line-art, bu that's pretty much it, the capability of it's brushes come nowhere close to Photoshops, and even more powerful are Painter's brushes.

I don't get the CS5 hate. My friends love it. I love it.
I love SAI for lineart. For coloring though. I get that it's easy-blend-master with some of the brushes it has but the way I blend my colors isn't the way Sai likes to so I prefer Photoshop. I still haven't tried Painter, though I really want to.

I use CS3 to edit pictures for my blog (levels, etc), but I never use it for art unless I need text for whatever reason. I really only use it because my PS Elements CD isn't compatible with win7. I got CS3 because I needed the warp tool for sims 2 custom content making :T
