A series just can't be exciting without an interesting character/theme/trial set as the opposition.

Most fanservice series still have some sort of sense of "opposition".
Seto No Hanayome for example has the rule in which no one must find out Sun is a mermaid or they'll die. Which leads to golden comedic moments. To Love Ru had a condition in which the MC had to show his manliness and marry into the heroine to prevent the destruction of Earth. Or the fact that his primary target for affection isn't the heroine, which drives a problem into the series (in a good way).
Strike Witches was like "I lost my underwear". It was mostly gratuitous and baseless fanservice and honestly I found it awful boring. I could just go watch hentai.

TLR didn't have a plot lol, that's why Shounen Jump cancelled it and then it was made into TLR:Darkness, which the plot revolves around Yami.
Though I do get where your going at, I managed to get through season one but didn't manage to finish season two, doubt I'll bother to either. I'll probably watch the movie when its out though.
