Do windmill first. Its best if you have really low CP for that. Get that to 1, then work on your other combat skills. Do you want to be a melee character, or range, or mage? Or a hybrid? We need more info to help you out.

Ok, well first start ranking the skill windmill. Straight away. It is pretty much the best melee skill you can have, at low amounts of cp (which is combat power) it is easier to rank.

Alright. Do Windmill first. Then rank up your combat, which will help take care of your strength and dex, and give you some HP too. You have to do combat second, since it'll kill your CP if you do it first. After combat, rank both smash and critical hit together. Since you're going with melee, you'll need smash at a high rank, and crit is always amazing in the high ranks. After that, I would knock out refine. Since you're a new player, it's best to wait a little bit for refine since its both a time and money needy skill. Refine will give you a lot of dex, which will help a lot with your damage and wound rate. After that, its pretty much whatever you want to do. Those will help you get a good start and create a strong, successful character.

I would bump crit up to have it alongside WM. Training for it goes by a lot faster when you're doing both at the same time, and it's never too early to start ranking it considering it boosts your average damage by quite a bit and benefits all forms of combat.

what saani said is quite good, and will work, but critical hit takes a lot of time to rank at the higher levels, does not add almost any cp compared to other skills, and will help you train windmill as it will boost your damage done with critical windmills.
after windmill, you can work on refining, which is essential to rank before you start any range skills, because the more dexterity you have, the harder it is to train refining fails. although with the failure pot in the cash shop, it is easier now than before to rank it.
