What should i do

  I'm on a shared connection and this one guy keeps using up all of the net's resources/bandwidth or whatever with his torrenting.. well i'm not exactly sure if it's even torrenting, but it's something that has to do with p2p. He's basically doing this 24/7 and leaving his computers on at night, while in turn, this causes me to repeatedly disconnect from mabi whenever i log on. it usually takes from about 0 seconds to 5 minutes, maybe 10 minutes before i get kicked off the game due to the stuff that he's doing.. usually within 0-30 seconds though.
  
  the router and internet connection is not mine, it belongs to the landlord who doesn't really understand anything about computers - he had to ask me to help make his text bigger in his browser because he accidentally ctrl + scrolled the page and didn't know why the text was so tiny. the guy who's doing the p2p crap is another tenant in the building. his stuff usually causes random lag spikes for all of us, and constant disconnects for me on mabi.

  192.168.0.100 and 192.168.0.107 are all the same person.. he's basically hogging the entirety of the net with whatever he's doing
  
  i've been considering taking over admin on the router for a while now by resetting it with the reset button in the back and i'm wondering if i should just block all his ports except for like port 80 or something. i can't really think of another solution to the problem, and i don't really want to try to talk to them about it because 1. i actually don't know exactly which tenant it is though i have a pretty good idea, i do know for sure that it's just one of them though and 2. most of the people here don't understand english that well (including the landlord) and i can't speak their language that well either so if i tried to explain it to them, they just wouldn't understand

  I'm not sure if it's more of the bandwidth usage issue than the p2p stuff kicking me off because even when the connection's not lagging but he's using it, i still get disconnected shortly after logging in

  I dont think this is possible because the landlord won't understand what i'm talking about.. he doesn't even know how to zoom in and out of pages on the browser, i really don't think he's going to know what torrenting or p2p streaming is, not to mention he can't really understand english that well. And if it turns out he actually says no without fully understanding what's going on, it would mean i won't be able to play mabi at all as long as the other guy is running his program.. which is like 24/7. Plus, if i change the settings after the landlord says no, it would be worse if he finds out - since if i had explained the situation and options to him, he would be aware of the router settings and then suspect that they were changed after he said no. Whereas currently, i don't think he's even aware that the router page exists, so if the guy goes to the landlord complaining that he can't torrent/p2p stream or something, the landlord will have absolutely no idea what the guy is talking about and assume it's his computer/program's problem.

  Bandwidth isn't always the issue with routers, as too many connections can choke out routers with a low amount of RAM and such (which is most home routers), and torrents = huge number of connections (compared to normal web activities).

  This is what I almost did when my sister hogged the broadband with her youtube videos
  
  If the guy/landlord refuses to work with you, THEN go ahead and block his ports or limit his broadband.

  Ew.. that reminds me of that one time where a friend's parents were killing the net with their garbage Chinese p2p program. That thing saturated upload capacity and opened a ton of sessions. <_<;
  
  What I'd do in order:
  1) See if the router has QoS/throttling capabilities. You can use that to give his computers lower priority on the network.
  2) Try to explain to the guy that he's disrupting the net. I'm sure he knows enough English to understand.. not to mention, computer stuff is more or less understandable across languages.
  3) Talk to the landlord. As Sumpfkraut said, the landlord wouldn't be pleased with the guy if he knew he was screwing with the net for everyone. He may not be knowledgeable in computers, but he'll understand if you tell him that he's over-using the network and ruining it for everyone.
  4) Yes, at the point, you can't consider the option of being an ass and blocking his ports anymore. Order your own service. :(
