Looks fine to me. He's wearing shoes. It's just running in a bit of cold weather. It's not gonna kill him or even permanently damage the boy.
I think it's a good thing. He'll grow up a stronger person for it.

Oh and um.. with that said... I would probably actually do it with the child, myself (well, at least with a sports bra or something, and I'd probably have the child in some more fashionable shorts). Not just standing around filming them. I'd be doing the same thing they were doing. The child would probably feel less targeted that way.
I think some wilderness survival at a young age would do a person some good, with parental supervision and instruction, of course.
When I was 5 I was forced to stand outside in the snow with no clothes because I didn't eat my onions.
True story.
but kitae likes cold weather
After I started living up North yeah. Before then I was like any other normal Korean.
"Oh its 6 degrees celcius out, you'll catch a cold if you stand out there for more than a minute!"
Jeez.
Though I gotta say, today was really uncomfortably cold. It was 0F and the winds were blowing like 20 mph. My whole house is shaking right now and making noises.
But after my first bill I refuse to turn on the heating. Its already set to a minimum of 40 degrees (though its a lie, it easily reaches 20 degrees with it blowing out cold air through the vents). I just wrapped myself in 3 blankets.
Get a space heater.
I ran a space heater with a killawatt and found out these things easily DEVOUR electricity. Its like running a hair dryer on all day long or something.
Not worth it.
Get an ambient one, not a fan one. And only run it when you're there.
