I distinctively remember in maple at any point anyone leveled, it was common for everyone who witnessed it to say "grats"
Though that might've lost its meaning now that it no longer takes 8 hours of constant grind to level.
I can't comprehend why people say grats on MMO's.
In maplestory, someone reaches lv 200, everyone spams congrats through smegas.
Not sure if great achievement or sarcasm from peers.
