It goes up to 29%, then 30%, 31%, and goes back to 28% or 29%, it does that for however long the patcher is up.

Kill the patcher, then screenshot the folder with your package files in it for us.

I honestly have no idea what's wrong. I've reinstalled countless times only to end up with the same result.

Uninstall, delete the mabinogi folder, then clear your browser's cache before reinstalling to make sure the files being grabbed are the updated ones.
