Besides, getting water, eggs, or crops isn't production mastery. It's part of a hidden skill called gathering. So you're ruffling your feathers for nothing.
(Also, you can rank up punch, it's called combat mastery.)
I think having a collecting water skill is not a good idea. I think being able to rank gathering definitely be a good idea. And it can work like Metallurgy where high ranks collect multiple items at increased speeds. Ranking alchemy would be so much easier if you could collect things 10x faster.
I'd rank it if it only took .25% of an AP point for each rank.
If you're going to make this a skill, here's what I recommend.

rF 30% success rate using water sunlight+mana herb.

Making Holy Water enabled, Making More Holy Water per attempt enabled, Rank of enchant skill will increase Success Percentage.

Making Holy Water, Massive Holy water, multiple production per attempt enabled.
Total AP estimate 124
Stat bonuses
INT total, 55
Will total, 30
Dex + 12
Ingredients needed per attempt regardless of rank: 3 Mana herb 3 Sunlight herb 1 Water.
Rank 1 success rate 90% for regular HW
15% for massive
20% for multiple production(Min-max 2-5
Obviously, for user created holy water, Skill training would be hell.
So GL and now it's time for you to obsess and assess about the realism of lack thereof of this skills details XD
Also, each rank should increase success rate of water gathering, as that was the main purpose of the skill.

But I agree that Collecting Water would be a wasteful skill, unless they use it to create something useful, like Holy Water.
The creators can get really creative when they want it. Look at Lure of Ballad.
