Actually ghz doesn't matter shit when comparing two different architectures. The other person's Athlon 64 is about 30% more powerful than their P4.
That said, mabi is an old game and runs on older specs, it just may not seem that way to us now because it doesn't run great on new specs like you'd expect because of the way it's coded... so it just doesn't scale up to new hardware properly.

Note that RAM isn't really important because you can simply buy one and replace it.
As for the current status of Mabinogi, 3GB of RAM and >4ghz processor speed (?) may be best, as it MAY LOAD TARA.
Mine has 2GB RAM and 2ghz processor speed, but it's a laptop so....
