every so often the screen with get this blue tint to it (not the blue screen of death) and if I move the tower some it fixes it's self if it's in the right position
and there's a very loud noise coming from the tower
AND it takes like 5minutes for my computer to start up

The blue tint sounds like a GPU or Monitor Cable issue.
As for loud noise from inside, describe?
There's Hard Disk Drive grinding and there's just fans going haywire because of temperature issues.

Agreed, blue tint is most likely a cable problem. Check to make sure the cable connectors are secure.
Very loud noise, I dunno based on what you said. Loud fans, or what?
5 min start up time -> format and reinstall the OS, and it'll be like new.

1 - As stated, cable/connection issue.
2 - Clean it out. If the fans are going bad, replace them, they're cheap.
3 - Software issue.
