Tikka Wood Healing Wood + Blaze!

Two questions:
(1) Wiki article on Blaze classifies wands as "elemental" or "combat". Does the Tikka Wood Healing Wand count as elemental and get the nerfed damage?

(2) Tikka Wood Healing Wand upgrades to -45% mana usage. I know this works for bolts (or at least I think it does), but does it also affect Blaze cost?

I'm more concerned about the second question, because if I could halve the Blaze MP cost while paying only a 20% damage penalty, I would totally upgrade tikka wand just for that. But if the upgrades don't effect Blaze, then it'd be 80k+ down the drain

Also, random question about Handicraft and dex: as a mage that also uses windmill for melee, and has no archery skill, is ranking Handicraft for dex important? I've already finished refine, and I raised production mastery like crazy, so if Handicraft requires failures, I might have a hard time doing it.

with the tara event, as long as you have a bit of money (2m ish?), you won't have to worry about fails

I'm pretty sure the damage is nerfed and the mana reduction doesn't affect blaze at all.

It's not going to last, and I haven't started ranking Handicraft at all. I don't need wooden boards yet.
My main concern is whether it's worth the trouble for someone that does not use archery, and uses mostly magic for the tough dungeons.

Wand balance isn't that low - 48% for Combat Wands, 40% for other wands, 30% for Healing Wands. You might not need more Dex for those.
